Wage Requirements

Prevailing wage requirements on construction contracts can be an administrative and compliance burden and can also present pitfalls which reduce bidding competitiveness and profitability. Contractors who have a good understanding of the strategies available to reduce labor-related expenses on prevailing wage contracts can realize significant cost savings and bid more competitively.

Finding and developing methods to draw in and retain talent has become a top priority for the construction industry. Working hand-in-hand with AGC of SD’s membership and community stakeholders, Margaret works to create solutions with innovative programming that has proven to be effective for creating new talent pipelines and driving interest for the construction industry.
Margaret previously worked in technical education and has recently served on the SkillsUSA board for South Dakota as well as the review committee for South Dakota’s Department of Education CTE Curriculum Review for construction.
Kit Gleason, AIF®, CRPP®

VP/Sr. Relationship Manager
Kit spent the first 25 years of her career in financial leadership positions in industries including construction, professional services, and healthcare before discovering a passion for the complexities of qualified retirement plans (yes, really.) She joined the First Bank & Trust Retirement Plan Services team in 2016 and serves her plan sponsor clients as the primary resource regarding plan design and compliance, participant education and investment oversight.
A native of Huron, Kit attended Black Hills State University, where she earned a degree in Business Administration with an Accounting emphasis. She has previously served in various positions on the board of Siouxland Chapter CFMA. Kit and her husband Greg have two grown children – TJ and Sawyer.
Ray Mosher
First Bank & Trust
Sr. Relationship Manager
Ray joined First Bank & Trust in 2020 as Sr. Relationship Manager and serves primarily qualified plan clients with plan design and compliance support, participant education and investment oversight. Prior to joining First Bank & Trust, Ray spent 15 years with The Vanguard Group working with defined contribution and non-qualified plan services in several different roles.
Ray has a bachelor’s degree in Political Science with an emphasis in international policies from Arizona State University and has attained Series 6 and 63 securities licenses. He is a native of Phoenix, Arizona, and now resides with his wife, Andrea, in Brookings.
